Kuwait Swat Elite International General & Specific Rules and Regulations
All participants of team/individual events must adhere to the following rules
All teams must send the necessary information to the administrative committee no later than Saturday 6/1/2024.
All participating team leaders must attend the coordination meeting on Wednesday 14/2/2024 at 1200 at the Special Forces Theatre building.
Results for team events will be time based. There will be a total of 7 events, two of which will be unknown. The unknown events will be revealed at a meeting on the day prior. There will also be 1 individual event that will not affect overall rankings.
All equipment and weapons used must be specific to military competition standards and not sports competition standards.
A team is entitled to one objection in all events. If an objection is proven to be valid the team will retain the right to object in other events as well. However, if the objection is rejected, that team will not be able to object in any of the remaining events.
Overall rankings will be determined by the teams’ calculated overall time in team events only.
In all team/individual events the total time will be calculated plus all penalties committed by the team/individual.
Time will be taken by two judges, keeping mind that time will be recorded in minutes, seconds, and milliseconds.
There are three cases where teams may be stopped and not continue the event or not participate in it altogether:
The event will be stopped if the team commits a serious violation with a penalty of 6 minutes.
Not being able to complete the event due to health issues or not being able to complete the event within the allotted time will result in an additional penalty of 3 minutes.
Teams that are absent from the event or do not have enough members to participate in the event will result in an additional penalty of 9 minutes.
All penalties will be calculated and prioritised by the judging committee
Once the event is over team leaders are required to sign a sheet containing the total results for their respective teams. Failure to sign the paper once all teams have signed will result in the papers being pulled and the results being posted without being signed, unless there is an objection from the team leader.
In general, a miss with a pistol or rifle target will have a penalty of 30sec; a miss with a sniper target will have a penalty of 60sec, and hitting a hostage/wrong target will have a penalty of 3 min.
Each event will also have its own exclusive rules that will be explained before the start.
Minor mistakes will have a penalty of 30sec such as:
Failure to follow the predetermined path/course through the event.
Firing more shots than the specified amount per target will result in a 30 sec penalty per shot and the target will not be counted as a hit.
Failure to follow instructions of the events or completing the challenges within the event in the incorrect order.
Minor safety violations will have a penalty of 60sec such as:
Movement with the rifle with the safety off while empty or moving with the pistol un- holstered while empty.
Un-holstering pistol/raising rifle outside the designated area.
Breaking the 180 rule unless on an obstacle course.
Holding weapon grip while moving when empty.
Weapons falling to the ground while empty.
Major safety violations will result in the immediate expulsion from the event such as:
Loss of control of the weapon while loaded.
Weapon falls to the ground while loaded.
Loading/unloading weapon while pointing anywhere other than downrange.
Operator fires weapon by mistake or while not ready.
Obstacle course rules:
Teams must be made up of 6 participants.
Obstacles must be traversed in the correct form and order.
If a participant is assisted by a teammate in traversing an obstacle then that assisting member must traverse the same obstacle after assistance.
Each participant has 3 attempts per obstacle. Failure to traverse the obstacle after 3 attempts will result in disqualification of the entire team.
Teams may not use any equipment to assist in traversing the obstacles.
Individual members may not go beyond 3 obstacles individually ahead of the team. The team must move together throughout the course.
Teams moving through obstacles in shooting events must go through the obstacles in the correct form and order. Failure to do so will result in the team/individual being asked to the repeat the obstacle in the correct form/order. Failure to pass through the obstacles after 3 tries will result in a penalty of 3 minutes and the team may continue the event.
Participating teams must have no less than 6 participants and no more than 8 including team leaders.
Team leaders may also participate in events.
Only team leaders may object to the results of the events. Other members of the team are no allowed to object and doing so will result in a 3 minute penalty for the team. (The team is expected to show discipline and sportsmanship).
Teams may not object the results of/on behalf of another team.
Teams may not object to weather conditions.
There are different types of targets used throughout the competition:
Frangible targets will be counted once broken or penetrated.
Unfixed steel targets will be counted once they fall to the ground.
Fixed steel targets will be counted once hit, dented, or heard.
All ranges will be closed 4 days prior to the competition starting from 15/2/2024. Any team members found at the range during that time will incur a penalty of 3min for their team.
Events will be explained in detail prior to participation, after-which there will be a 3 minute period to ask questions by the team leader.
Snipers must be certified specialists in the sniper role.
Teams must complete events according to the conditions and rules set by the judging committee.
Withdrawal of an individual/team without an excuse will result in the disqualification of the entire team. Participation in the events is compulsory for all teams.
Each team may have a maximum of 3 participants in individual events.
If teams are tied in timings for an event and are in the top 3 ranks then the original competition time (prior to penalty calculation) will be used to break the tie. If the tied teams are not in the top 3 rankings of the event then the tie is accepted.
If teams are tied in the overall calculated time priority will be given to the team ranking higher in each event.
Some changes may occur prior to starting the event. Teams will be notified of any/all changes.
Lots for team/individual events will be drawn in one day with all teams present and will be done by team leaders.

Fully operational gas mask w/pouch + filter
Flash bang grenade pouch
Shotgun + ammo pouch
Note:
All required weapons/equipment can be provided for international teams
International teams will be provided with their own storehouse
Any additional requirements will be provided by the department
